The capacity development framework represents theinterconnections between the threeprincipal levels of capacity development,namely: individuals, institutions and theenabling environment.
Individuals must have knowledge, skills and an appropriate attitude, butthe institution is crucial in setting theincentives for individuals to perform.Equally, the environment must befavourable in order for the institutionto perform its functions properly.
The good performance of individualsleads to appropriate behaviour in theworkplace, and this together with anappropriate environment leads to goodperformance of service delivery.
A framework such as this can helpin decision-making and lead to thenext step, which is defining activities that are required at all the levels for effective capacitydevelopment.
