Risk-oriented Design and Operation of Infrastructure Systems: Sustainability Paradigm

We are delighted to announce the 7th Eurasian Conference “Risk-oriented Design and Operation of Infrastructure Systems: Sustainability Paradigm” (RİSK-2025).
The conference will be held at Azerbaijan State Oil and Industry University, on 21-23 October 2025.
Following such successful and fruitful six Eurasian Conferences on risk minimization the coming RISK-2025, jointly organized by International Event Organizer AMIR Technical Services Company, Azerbaijan State Oil and İndustry University, International Group on Reliability “Gnedenko Forum” (the USA), International Commission on Irrigation and Drainage (ICID) and Politecnico di Milano (Italy), will continue to contribute significantly to the knowledge and application of risk-oriented design and operation of infrastructure systems.
Infrastructure systems is defined as critical physical facilities, utilities and defense infrastructure assets, critical industry assets and supply chains, as well as critical information and communication technology and networks, the destruction or degradation of which, or unavailability for an extended period, would significantly impact on the nation’s social and economic well-being, sustainable development. Infrastructure systems can be damaged, destroyed or disrupted by natural disasters, negligence, accidents, computer hacking, criminal activity and malicious damage, as well as by deliberate acts of terrorism.
The Eurasian Risk Platform, created by the company "AMIR Technical Services", having the experience of successfully holding six multilateral conferences, which became an effective platform for generating ideas and meanings of risk theory, searching for ways to stimulate innovations to minimize existing and emerging climate change risks, claims to be the international coordinating center of the Green Planet 2060 Initiative Root Movement (GPM 2060).
We define the objective of the Green Planet 2060 initiative movement as the development of an interdisciplinary approach to the risk-oriented management of intelligent socio-technical infrastructures and territories and the search for sustainable development in the context of climate change.
In order to achieve this goal, the Green Planet 2060 initiative movement intends to contribute to the accumulation and dissemination of innovative and advanced knowledge on climate, natural and anthropogenic risks, as well as technologies and methodologies for (1) minimizing technical, technological, transport and climate risks, (2) protecting critical infrastructures, building vulnerability and resilience, (3) risk-oriented design and construction, and (4) risk-based multi-criteria decision making for sustainable and resilient infrastructure systems, (5) impact scenario analysis of infrastructure risks induced by natural, technological and intentional hazards, (6) resilient and environmentally sustainable country/regional/city and sectoral strategies, and (7) the human factor in the sustainability paradigm.
The conference will discuss current research on the interdependence of infrastructure systems in terms of sustainable development, security risks caused by natural, technological and deliberate threats.
We believe it is important to establish an organic link between minimizing the risks of climate change, emergencies and sustainable development of countries, involving all stakeholders and the general public in the analysis, assessment and management of risks, including the popularization of the ideas of sustainable development in all media, educational and scientific environments.
We will fully support the further development of innovative positions and actions within the framework of multilateral and regional cooperation and the exchange of best practices and solutions in the field of sustainable development based on the main decisions and outcomes of COP29.
It is symbolic that we are meeting in Azerbaijan, the country famous for its ancient tradition of hospitality, a beautiful ancient country at the crossroads of Europe and Asia, on the shores of the Caspian Sea, which always leaves unforgettable impressions and touches the heart of everyone who has ever visited it.
The RISK-2025 Conference is not only an event of scientific excellence, but also an opportunity for the risk and reliability community to meet in a spirit of conviviality in the broadest sense.
The organizers will do their best to provide a complete picture of the science, culture, traditions and religious rites of the Azerbaijani people.
