Webinar on Integrated Water Resources Management in Large River Basins Based on Simulation Modeling and Optimization Methods

Introduction

The water resources management, as for isolated reservoirs and for cascades of integrated reservoirs, is an iterative process of integrated decision-making concerning to complicated problem: how to use and change of water resources and associated territories within a certain geographic region.
The main principles of the management process are: a systematic approach; stakeholder partnership; accounting of the uncertainty (stochasticity) of a number of influencing factors; basin (geographic) approach and reliance on serious scientific research and reliable data.
Based on the fundamental principles, it can be concluded that the methods of water reservoir management are mainly determined by the use of computer technology (mathematical simulation models) to solve practical problems. The basic methods have been used for water resources management, are imitation, optimization and multi-criteria analysis.
All types of optimization models (deterministic or probabilistic, static or dynamic, linear or nonlinear) have a general concept: these models describe situations with many solutions that satisfy all limits, and it is required to find a set of the best solutions.
The selection of the optimization models should be based on the specific type of their application, for example formation of the best modes of operation of reservoirs, taking into account the conflict of interests of water users. At the same time, the quality of optimal water resources management is assessed by statistical and multicriteria analysis methods.
One of the ways to solve problems on integrated water management effectively is implementation and development of the mathematical models and putting them into operation practice.

VPH Dr. Irene Bondarik

Dr. Irina G. Bondarik is a Leading Researcher of the Department on Ecosystem Water Management and Economy of the All-Russian Scientific Institute for Hydraulic Engineering and Land Reclamation and Secretary General of the National Committee of the Russian Federation on Irrigation and Drainage (RUCID) (since 1998).

Dr. Bondarik has contributed more than 150 scientific papers, articles and technical reports on land reclamation: reclaimed agro landscapes etc. in Russian language with more than 15 in English. She has been conferred with Honorary Employee of the Agro-industrial complex of the Russian Federation and Commemorative Medal for 50 years on The Large-Scale Program for Land Reclamation in Russia in 2016.

She has immensely contributed in various capacities to ICID Working Groups, such as Working Group on Technology and Research Uptake; Work Team on Drainage; European Regional Working Group; WG on Sustainable Drainage and Permanent Finance Committee.

Dr. Buber Alexander L.

Buber Alexander Leonidovich - Head of the Reclamation and Water Management Complex Department of the All-Russia Research Institute of Hydraulic Engineering and Land Reclamation (VNIIGIM), Moscow, Russia. He has been working at VNIIGIM since 2003.

In 1972 he graduated from the Faculty of Mechanics and Mathematics of Lomonosov Moscow State University. From 1972 to 1991, he led the cooperation between the USSR Soyuzvodproekt and the Engineering Bureau of Land Reclamation of the GDR on joint development of computer programs for the optimal engineering of closed irrigation systems. Since 1991, he has been leading the development of mathematical models, algorithms, and computer programs for integrated management of water resources in large river basins (Volga, Don, Kuban, Angara, Yenisei, Amur). More than 20 projects in the field of water management have been developed under his leadership. He is a member of the interdepartmental working group on water resources management of the Volga-Kama cascade of reservoirs. He has more than 70 publications on the area of research, including in foreign journals.

He has many awards for scientific achievements, including in 2021 he was awarded a medal for his contribution to the implementation of state policy in the field of scientific and technological development (Ministry of Science and Higher Education of the Russian Federation).


Dr. Buber Alina A.,

Buber Alina Alexandrovna - Senior Researcher at the Reclamation and Water Management Complex Department of the All-Russia Research Institute of Hydraulic Engineering and Land Reclamation (VNIIGIM), Moscow, Russia. She has been working at VNIIGIM since 2015.

She participates in the hydrodynamic models’ development in the MIKE 11 software for managing water resources of large river basins - Volga, Don, Kuban, Angara. She developed a simulation model of a small river basin in the MIKE SHE software, which implements mass transfer and water movement in porous medium, to determine the diffuse pollution magnitude of a water object. As Chief Researcher in 2021 she developed a Simulation model of early potato crop formation "POTATO" to manage different irrigation types and soils water regime in arid zone conditions. In a team of VNIIGIM young scientists, she conducts expeditionary research in the Krasnodar Territory and the Volgograd Region, aimed at developing scientifically based measures for the sustainable agricultural complexes functioning in conditions of water scarcity. She has more than 70 publications on the area of research, including in foreign journals.

She is a Member of the European Geosciences Union (EGU). She was awarded the Certificate of Honor of the Union of Water Workers and Reclamations for her great contribution to the development of the reclamation and construction complex of the Russian Federation. In 2020, she was awarded the medal "The Best Young Scientist - 2020" of the Commonwealth of Independent States for her contribution to the development of science and education. In 2019, she was awarded a silver medal in the nomination "The Best Young Scientist-Reclamator" in the competition of the 21st Russian Agro-industrial exhibition "Golden Autumn - 2019".

Buber Vladimir Borisovich - Senior Researcher of Reclamation and Water Management Complex Department of the All-Russia Research Institute of Hydraulic Engineering and Land Reclamation (VNIIGIM), Moscow, Russia.

He has been working at the VNIIGIM since 2017. He participates in the development of mathematical models, algorithms and computer programs for integrated water resources management of large river basins.
