VACANCY NOTICE: For the position of Secretary-General, International Commission on Irrigation and Drainage (ICID)

The International Commission on Irrigation and Drainage (ICID) is a leading Technical, Professional and Not-for-Profit network of Agriculture Water Management professionals engaged in the development of irrigation, drainage and flood management works throughout the world including stakeholders from diverse disciplines. The Commission, with active support from a network of over 74 member countries, provides a platform where the engineering, agronomic, socio-economic, environmental, and managerial complexities and experiences are discussed, shared, and improved practices identified and promoted through the National Committees in the member countries.


The affairs of the Commission are conducted under the overall supervision of the International Executive Council (IEC) assisted by a Management Board (MB). Under the direction of the President, IEC/MB, the Secretary General exercises independent authority in the operation of the headquarters of the Commission located in New Delhi on a day-to-day basis.

The Secretary General (SG) is a full-time Office Bearer of the Commission. The Secretary General is directly responsible for the promotion of ICID, for the development and maintenance of relationships with international organizations in the fulfillment of its vision and mission through well-defined strategies. With professional and leadership skills, the Secretary General is responsible for creating and executing programs that make the Commission a world leader in agriculture water management in order to support NCs development and spread sustainable solutions to the challenges of water and land management. He may arrange to carry out studies and assignments that may be awarded by the international institutions or the National Committees against requisite funding from those entities.


The Secretary General operates from ICID's headquarters, called Central Office, as its Chief Executive Officer and it's representative responsible for the conduct of all technical, administrative and financial business, developing a knowledge management program, and identify significant funding sources from beyond those internal to the Commission. The Secretary General executes programs aimed at strengthening existing National Committees and expanding the membership of ICID.

The Secretary General has overall responsibility for all the activities of ICID and for the work carried out by the Central Office, including the preparation of the agenda and minutes of meetings and publications. SG establishes rules and procedures for governing the staff and the functioning of the Central Office, in consultation with the Staff Committee. A team of 17 staff, including technical professionals, assists SG in day-to-day business of the Commission.

SG works in close cooperation with the President of ICID and other office bearers as required.


The Secretary General is the Treasurer of ICID, reports annually to the Council on the accounts of the Commission, and is responsible for the financial management of the Commission, including receipts, expenditure, and management of all funds. The Secretary General prepares annual budgets for consideration by the International Executive Council, and is responsible for the proper execution of budgets as approved by the Council. SG appraises the IEC about the financial status and projections of trends for the future.


SG is also responsible for all the legal, financial and administrative requirements under Government of India (GoI) provisions on behalf of the Commission. To this end, He/She deals and maintains liaison with the following Government and International agencies in tune with the GoI Laws and Rules:

  1. Foreign Contribution Regulation Act (FCRA)
  2. Goods and Service Tax (GST) and compliances thereto
  3. Income Tax Act and compliances regarding ICID and staff of Central Office
  4. Rules and Regulations of Employees Provident Fund (EPF)
  5. Employees State Insurance (ESI)
  6. Government Compliances regarding Societies Act
  7. Land and Development Office pertaining to management of the ICID office buildings
  8. New Delhi Municipal Council (NDMC) and utility services
  9. Ministry of Jal Shakti (Water Resources) Department of Water Resources, River Development and Ganga Rejuvenation (DoWR, RD & GR) and Indian National Committee of ICID
  10. Ministry of External Affairs, GoI
  11. Embassies of Member countries
  12. Multilateral Financing Institutions and UN bodies on related subjects
  13. All Civil Matters


The Secretary General is responsible for the smooth organization of the annual meetings of the Commission, the triennial congresses, world irrigation forums, and other meetings and conferences organized under the ICID banner and hosted by the National Committees, ensuring that proper logistic arrangements are made and that meetings, agendas, and contents are of a high standard and reflect the vision and mission of the Commission.



  1. An Indian national or international water professional having a minimum qualification of Graduation in Civil/ Water Resources/ Agricultural Engineering with a Master’s degree in an associated area.
  2. A minimum experience of 30 years in the irrigation and water resources sector at the apex level with international exposure as well as outlook, having had a previous association with both private and public sectors at the senior level.
  3. Excellent language skills both written and spoken. Fluent in English with some understanding of the French language.
  4. A self-evident leader possessing a clear-thinking, powerful communicator, with charisma to inspire, stature to impress and convince an international audience, and ability to present ICID policies on various issues clearly.
  5. An individual only from the active member country can apply for the post of Secretary General.
  6. He/ she is accountable for dealing with Indian Taxation/ Laws.
  7. The appointment of an international individual is subject to obtaining the work permit, security clearance and other permissions as required from time to time from the Government of India.
  8. Candidates already in employment should produce a No Objection Certificate from the employer.

Highly Desirable:

  1. Familiarity with ICID and other international professional organizations in the water sector.
  2. Successful experience in managing or directing the work of a professional organization dealing with water resources and agricultural water management at the apex level, including fund raising.
  3. International or national recognition as a top professional in the area of water resources and agronomy engineering, socio-economic and environment-related allied fields of development.


The candidate will be compensated in accordance with the norms set by ICID and his/ her abilities. The appointment will be for a three-year period from the date of joining with terms & conditions as given in Annex 1.


Candidates should apply for the position in the prescribed proforma as given in Annex 2 and along with their statement of fitness for the Post along with letters in support of the nomination from three referees who are fully conversant with the background and achievements of the candidate to the Convener of the Nomination Committee. The statement of fitness should clearly describe the nature of his/her association with the subjects of irrigation and drainage and/or with allied subjects like agriculture and water resources management, the candidate’s involvement in the international professional activities and his/her specific contributions in these fields.

The applications received will be scrutinized by a Selection and Nomination Committee. The shortlisted candidates will have to appear in person for interaction with the Selection and Nomination Committee at the appointed time and date as fixed by the Nomination Committee.

No remuneration shall be paid by ICID for the appearance of personal interaction.

Annex 1


  1. The appointment will be subject to approval by the IEC (hereinafter called the Council) of the Commission.
  2. The appointment will be as a full-time Office Bearer of the Commission, and as the Commission’s executive representative in the community of professional organizations.
  3. During the term of appointment, he/she will be required to reside in the NCR of Delhi.
  4. The appointment will be for a three-year period from the date of joining.
  5. The Council reserves the right, through the President, acting as Chairman of the Management Board, to terminate the appointment at any time during the three-years term without assigning any reason therefore by giving three months’ notice. Likewise, Secretary General will have the option to leave the appointment by giving three months’ notice.
  6. He/she shall be provided the facility of conveyance by office car for his duty journeys.
  7. He/ she shall be entitled for Medical/Accidental insurance as per the rules and regulations of the Commission.
  8. Income tax and surcharge thereon as payable by him/her under the Indian Income Tax Act in respect of the compensation package mentioned in para 10 above shall be deducted pro-rata by the Commission each month as per Government requirements.
  9. He/she shall be entitled to the Government of India declared holidays as adopted by the Commission for each calendar year. In addition, he/she could avail leave up to a maximum of 24 working days annually. Leave due in a year but not availed of could be accumulated and carried forward into the following year(s) up to a maximum of 72 days. However, leave not availed of during the three-years term of his/her appointment shall not be encashable.
  10. He/she will attend such international meetings outside India as may be decided by the Council or the President in accordance with the Commission’s regulations in vogue, as amended from time to time.
  11. He/she will subscribe to, and sign, an oath as follows:


“I solemnly swear (undertake, affirm and promise) to owe allegiance to the Constitution of the International Commission on Irrigation and Drainage and to preserve, protect, defend, and uphold the said Constitution. I shall exercise in all loyalty, discretion, and conscience the functions entrusted to me as an International Civil servant of the Commission, to discharge these functions and regulate my conduct with the interest of the Commission in view, and not seek or accept instructions in regard to the performance of my duties from any government or authority external to the Commission”.
