ICID is committed to the aim of efficient utilization of water in different sectors, namely agriculture, flood management, irrigation, and drainage. Considering the dynamic nature of water management; we promote global knowledge sharing through our international multidisciplinary network of veterans. In order to strengthen our network and to let all the sectors benefit from it. ICID opens its Direct membership (DM) for COMPANIES, INSTITUTIONS, and INDIVIDUALS, professionals, researchers, and officers of the Government or Non-Government agencies; and with aligned interests with the commission can become our direct members either way; while their respective country has a National Committee or not.
ICID brings together various stakeholders and experts from various disciplines on an international platform to deliberate on technical, agronomic, socio-economic, environmental and managerial complexities for the development, management and operation of irrigation, drainage and flood management works. The aim is to attain sustainable agriculture water management through exchange of experiences, ideas, good practices and promoting them widely among the member countries and stakeholders. As a knowledge hub, ICID through its technical working groups generates knowledge by compiling and collating research data and disseminating them to all stakeholders through various channels.

DHAN Foundation works on poverty eradication and sustainable development through community empowerment. To date, it has served over 49.81 lakh families, with 5.89 lakh self-declaring they have “Moved out of Poverty” (MoP) as of October 2023. DHAN’s thematic reach spans across 16 states of India, empowering women through Kalanjiam (SHG-based financial initiatives) and Vayalagam (advancing grassroot level water conservation), CALL (Coastal Conservation and Livelihoods), Rainfed Agriculture Development and Climate Change Adaptation tackle environmental challenges at grassroot level.
Adopting a river basin approach, DHAN builds people’s institutions at the grassroots level, fostering local ownership and sustainability. I am an Indian environment specialist, and in the last 11 years, I worked for the Government of India, Government of The Gambia, Government of Maharashtra (state level), an Indian Research Institute in Environmental Engineering. During this period, I developed from Junior Research Fellow to Deputy Chief Engineer, Civil and Environment Projects in India and abroad and Environmental Officer in The Gambia in West Africa. In the last 11 years, I have been an entry level technical officer transiting to mid-level technical and managerial position in different organizations, receiving orientation and collaborating with various units including research, consultancy, programming, protection and stakeholder relationship management for project delivery and management.
My experience with Environmental and Social Safeguard polices and processes began when I became involved in Environmental and Social Impact Assessments (ESIA) for WAPCOS in India, South east Asia, Indo-Pacific and Africa. This job led me to the process of designing and developing ESIAs and to monitor the implementation of ESMPs for various infrastructure projects in Water Supply and Sewerage, Ports & Harbour, Buildings, Water Resources projects, Transport in India and abroad. It would be pertinent to mention that WAPCOS is State-Owned Enterprise (SOE) under the Ministry of Jal Shakti, Government of India. Overall in WAPCOS, I had cross-cutting exposure in all project management aspects i.e. technical reporting, procurement, financial management, compliance, vigilance, with greater emphasis on environmental and water consultancy projects. I have critical learnings and exposure in mainly Environmental and Social (E&S) Framework and safeguards requirements, reporting mechanisms, climate change reporting, portfolio performance review of projects of Multi-lateral Financial Institutions (MFIs) such as World Bank, AfDB, AIIB, NDB and EIB.
I hold a Bachelor’s Degree in Civil Engineering from Sardar Patel College of Engineering (Autonomous), University of Mumbai, India with a Post Graduate Diploma in Environmental Law from National Law School of India University, Bengaluru, India. He has been awarded several scholastic awards/honors, and international and national scholarships, including prestigious Humboldt and JSPS Fellowships . Among several awards and honors, he has received “Institute Chair Professor Award-2022” by IIT Kharagpur, “Eminent Water Resources Scientist Award” by IWRS, IIT Roorkee, and “Smt Savitri Chadha Memorial INC-IAH Award for Excellence in Groundwater Science”.
Also, he has been featured as one of the Global Top 2% Scientists consecutively in 2019, 2020, 2021, 2022, 2023, and 2024. Currently, he is an Editor of the prestigious “Water Resources Research” journal, and EBM/Associate Editor of “Scientific Reports”. He has to his credit 155 papers in peer-reviewed international and national journals, 5 books, 24 book chapters, 10 technical reports/bulletins, and 114 papers in international/national conferences. He has also developed 7 indigenous, costeffective and user-friendly professional software. Then I left the world of civil engineering for 10 years because I entered the congregation of the Sisters of Divine Providence as a nun. In 1994, I returned to teaching at Soegijapranata Catholic University until 2002. In 1997-1999, I continued my studies at IHE-Delft in the Master of Science program, Hydraulic Engineering, branch Land and Water Development. In 2002-2016 I taught at Widya Mandira Catholic University Kupang and 2016-2019 at Flore University, Ende. In 2005-2009 I continued my doctoral studies in Water Resources Engineering at Parahyangan Catholic University. In addition to teaching, I am heavily involved in KNI-ICID, HATHI and KNIBB activities, as well as drought, raw water and irrigation study projects in NTT. My thesis is about small design irrigation in East Timor, while my dissertation is related to rainwater management for agriculture in dry areas of small islands.
