Born in Bangkok, Thailand, on January 4, 1905 as the eldest son of H.E. the Late Major General Phya Surasena and Khun Ying Pha-ob Suroteno. Educated upto M.Sc. (London), entered the service of Royal Irrigation Department, Ministry of Agriculture, in 1930 working his way up until he was promoted to Chief Engineer and Director General. Apart from his numerous and normal duties, he was appointed Deputy Minister for National Development, firstly in 1964 and secondly under a new Government in 1969. He held this political post up to the date of his demise on April 13,1969. In addition to the assignments calling for his proceeding on trips abroad either as a delegate or as an observer, such as loan negotiations with the World Bank or other Institutions, he was invited by the World Bank to act as its Advisor on Irrigation and Agriculture, and by the Asian Development Bank to serve as a member of the Committee on the formulation of the Bank`s policy. In 1964 he was elected Vice President by the conference of the International Commission on Irrigation and Drainage. Moreover, with his keen interest in the development of the country he was successful in setting up the country`s biggest Bhumiphol Dam with hydro-power plant and many others as also three industrial companies i.e. Jolaprathan Cement Co., Ltd., Chemical Fertilizer Co., Ltd., and Thai Machinery Industrial Co., Ltd., with him as the Chairman under a separate Board of Division.
