BRIEF PROFILE+
Mr. Kemal Noyan was born in 1920 in Turkey and graduated in 1943 from the Faculty of Civil Engineering, Istanbul Technical University, with M.S. Degree in Hydraulics. After the graduation he started to work on Irrigation and Drainage and had an additional training in the United States at Bureau of Reclamation Training on Irrigations and Dam Engineering. After returning to Turkey he was engaged in several multi-purpose water development projects. He has a wide relationship with many countries in respect of Irrigation and Drainage and Large Dams and worked as President of Turkish Civil Engineers Association between the years 1961-1963; Vice President of the International Commission on Large Dams 1965-1968; Chairman of the Turkish National Committee of the World Energy Conference between 1967-1968; Vice President of the International Commission on Irrigation and Drainage between 1968-1971 and as Chairman of Turkish National Committee of the World Mining Congresses starting from 1973 which office he still occupies. In 1944, he conducted Engineering works on Hydro-Electric Irrigation, Drainage and Water supply projects. In 1952, he joined the General Directorate of Etibank and worked as Director of the Research and Planning on Mining and Energy between 1962-1963. In 1963, he established Entopsu Engineering and Consulting Company and worked as its Director till 1965. Between the years 1955-1969 he continusulsy worked as Chairman of Turkish International Committee on Large Dams. Between the years 1965-1968 he worked as Under-Secretary of Turkish Ministry of Energy and Natural Resources, and was assigned in September 28, 1968 as President of Black Zee Copper Works Corporation which he still occupies.
