Born November 1940, obtained his Master's Degree in Hydrogeology and Ground Water Hydraulics from Nanjing University, Nanjing, China, studied as a visiting scientist in University of Arizona, USA and CSIRO, Australia, and has more than 35 years of research and project implementation experience in the field of groundwater development, irrigation and drainage. He has worked as Research Engineer, Senior Engineer, Chief Engineer and Professor of Department of Irrigation and Drainage in China Institute of Water Resources and Hydropower Research (IWHR). At IWHR, Prof. Cai has been responsible for organizing and executing national and international research projects.
Prof. Cai has been actively involved in ICID activities since 1986, worked as Executive Secretary of Chinese National Committee of ICID (CNCID) for more than 10 years and is now Vice Chairman of CNCID. In July 2002 he was elected as Vice President of ICID for a term of three years, authored/co-authored more than 60 papers and several books in the field of water and soil management for agriculture.
