Working Group on Institutional and Organizational Aspects of Modernization of Irrigation Development and Management Supported by Value Engineering (WG-I&OMVE)

The newly established group members agreed that the Chair in consultation with the Vice Chair and Secretary would update the existing Scoping Document and share the same with the members for their comments and suggestions

Strategy Themes: Sustainable Development
Mandate:
  1. Legal frameworks on institutional and organizational requirements for sustainable irrigation development and management, including: (a) Institutional and organizational requirements for sustainable irrigation development and management; (b) Improvement of organizational arrangement for sustainable management; (c) Roles, responsibilities, and requirements for sustainable irrigation development and management; (d) Technical as well as non-technical aspects associated with improvement of sustainable modernization and revitalization of irrigation schemes development and management; and (e) Financial availability and management for sustainability of the modernized and revitalized irrigation schemes.
  2. Value Engineering support for modernization and revitalization of irrigation development and management, including: (a) Motivating National Committees to set up their Working Groups to follow the newly amalgamated structure; (b) Provision of guidance for compilation, publication, and/or utilization of Value Engineering support for modernization and revitalization of irrigation schemes; and (c) Promotion of interdisciplinary exchange of information, knowledge, and experience as well as networking on the topic of modernization and revitalization of irrigation schemes.
  3. Irrigation development and management under the modernized and revitalized at the infrastructural and farm levels, including: (a) Assessment of water use demand at the infrastructural and at the farm level; (b) Water resources demand management according to the available resources at the infrastructural and at the farm level; (c) Assessment of water losses on various components of irrigation at the infrastructural and farm levels; (d) Groundwater development and management for irrigation conjunctive use of surface and groundwater in irrigation, artificial recharge of the aquifer from canal losses and excessive irrigation; (e) Water measuring methods and devices and relevant technology; (f) Drivers for and resistances at the system level to improve irrigation management; (g) Social issues to be considered along with technical and economical ones; (h) Ways towards economic performance enhancement; and (i) Performance evaluation of modernization and revitalization of irrigation schemes at all levels.
  4. Modernization and Revitalization of Irrigation Schemes including investigation, analysis, and dissemination of new irrigation development, formulation, and recommendation with respect to: (a) Planning and preparation for modernization and revitalization of irrigation schemes operation and maintenance; (b) Multiple/ interactive relationships amongst modernization, revitalization, and underlying operation and maintenance; (c) Cost sharing of modernization, revitalization, and operation & maintenance; (d) Institutional and organizational frameworks required for modernization, revitalization, operation, and maintenance; (e) Methods and techniques of conveyance and distribution canals, control, and automatization system, using the internet, mobile communication, and remote sensing monitoring canal operation; (f) Modification to improve communication, operational capacities, and flexibilities in operation and maintenance systems; and (g) Standardization and codes of practices in irrigation system management.
